Powershell cmd to run ARM template.txt

Make sure the ARM template and param file is located in the working directory from where you're running the PowerShell command:

New-AzResourceGroupDeployment -Name Secret_deployment -ResourceGroupName <add ResourceGroupName> `
  -TemplateFile .\deploy_secrets.json `
  -TemplateParameterFile .\deploy_secrets.parameters.json
