Description of the Issue

Every time I want to update Notepad++, its windows never pop up to the top. When I select update, I often wonder if it is broken, only to remember, "Oh yeah, their windows don't pop up to the top of the Z Order like literally everyone else's update process. I need to go hunting for the window to click."

Steps to Reproduce the Issue

  1. Run Notepad++
  2. Come to know that an update is available
  3. click update
  4. Experience scenario stated in Description

Expected Behavior

I expect the downloader and installer windows to pop up on top of all other windows on my desktop.

Actual Behavior

They do not pop up on top of all other windows on my desktop. I need to find it in my taskbar and click it to bring it to the top.
