Multi Encoding Change

Check out and edit encoding attributes of several files at once.

Steps to Reproduce the Issue

Expected Behavior

List files with actual encoding and select the ones to change.

Actual Behavior

The only way to change encoding is one by one selecting filename tab, changing encoding and saving again.
