Open folders as workspace command line argument doesn't work with existing instance #9074

When opening a folder as workspace from the command line and Notepad++ is already open, Notepad++ simply shows up "on top" but does not open the folder as workspace window, nor does it open the folder within the folder as workspace window (which is not visible anyways)

  1. Open Notepad++ and then try opening folder as workspace from command line without multinstance flag

Expected Behavior

Folder as workspace window opens with folder from argument within existing notepad++ instance

Actual Behavior

Existing notepad++ instance just showed up on top of other programs/windows but that's it.

This is the one feature that Notepad++ is missing that prevents me from moving away from Sublime Text. Their similar feature works as expected when Sublime is running. (subl --add)
