Description of the Issue

Helpful popup required for plugin installation

Steps to Reproduce the Issue

  1. import whichever plugin

Expected Behavior

  1. when importing a plugin could be useful a popup reminding to run NPP like an administrator (if NPP was not ran like that)
  2. without running as administrator, plugin import wizard fails without showing any errors: please show the failure and its reason: not administrator.

Actual Behavior

Fails without failure notification

Debug Information

Environment: Winfamous 20H2 (but the version is not related)
NPP version: 7.9.1 and previous ones
