<U+11722, U+11724> ligature is closer to the base letter than U+11722 #20

Issue

The <U+11722, U+11724> ligature is usually placed related to the base letter in the same position that U+11722 would be in, except when the base is U+1170D or U+1171A, after which the ligature is closer to the base. The ligature should be placed consistently with U+11722 on these bases too. The inconsistency is more obvious on U+1170D.
