Virama is not positioned in Noto Sans Lao and Noto Serif Lao.

Issue

The virama (U+0EBA) does not seem to have any reasonable positioning.

For Sans and Serif fonts, it is at the bottom right, outside of letters.

(The looped fonts seem to do some deliberate positioning, although Figures 12-14 in L2/17-106R suggest it should be below letters in the middle by default.)
