Issue

U+1C83 CYRILLIC SMALL LETTER WIDE ES looks almost the same as U+0441 CYRILLIC SMALL LETTER ES. Since U+0441 itself is already fairly wide in this font, I suggest giving U+1C83 a descender, as in figures 14, 15, and 16 of N4607.

Look like NotoSerif still using wrong glyph for U+1C83
