Issue
In Noto Serif, the ogonek shares its anchor point with other below-base diacritics. On U+0041, U+0061, U+0075, and U+2090 (plus U+0104 and U+0105 when the language system is Navajo) the anchor point is shifted right. This is appropriate for the ogonek but not for other diacritics like U+0329, which should be centered.
