@dscorbett This seem to be working as designed, do you have any reference to what make you think it should be cursive ? There is nothing much I can find beside to this https://en.wikipedia.org/wiki/Hard_sign. Thanks

Noto Sans Italic’s Cyrillic coverage is predominantly cursive. Why would U+1C86 not be cursive? Specifically, the bottom left corner of U+1C86 should be rounded to match U+044A. Cf. Noto Serif Italic, whose U+1C86 is correctly cursive.

To be clear, I’m using “cursive” in the Cyrillic sense of курсив, i.e. unconnected slanted letter forms derived from handwriting, as opposed to наклонный шрифт, i.e. oblique letter forms derived by slanting the upright letter forms.

Here is an example. Руководство къ ариѳметикѣ uses the tall glyph variant of the hard sign and there are many instances of it throughout the book in italics using a курсив glyph. There is no reason for U+1C86 to be inconsistent with U+044A.
