Issue

As the second member of a kerning pair, U+0460 CYRILLIC CAPITAL LETTER OMEGA and U+047E CYRILLIC CAPITAL LETTER OT are kerned like glyphs with round left edges, like ⟨ЄОСѼ⟩. However, these two letters do not have round left edges and are therefore kerned wrong.

Look like NotoMono has same behavior. @dscorbett any opinion on how NotoMono kerning?

Noto Mono does not do kerning. If the letters appear too close, it because the bearings are too small, but that is a different issue.
