npm ignores 'unsafe-perm' and 'user' params when running git as part of install #311

Not sure I understand the original issue seemingly related to permissions, but related to the title I also observed that the flag --unsafe-perm is not transmitted to a child npm of a Git dependency. A workaround is it use an environment variable npm_config_unsafe_perm="true".
