Current Behavior

same as in closed issue #1045 (comment)

Expected Behavior

I should be able to run npm for project Init.

Steps To Reproduce

Open Powershell, comand prompt or vs code
Check node -v
try to use npm init or npm -v

Environment

  • npm: LTS
  • Node.js: LTS
  • OS Name: Windows
  • System Model Name: 10
  • npm config:
; copy and paste output from `npm config ls` here
