provisoner image is currently using centos 7 and needs to be updated to rocky 8+
tpm emulator should be updated and dotnet support should be added for building the dotnet provisioner.
Will start the Dockerfile.rocky88ci as a bassis but may move to Rocky 9.X dockerfile.
