Ref. neo-project/neo#2944. We need to port at least NeoVM-related (neo-project/neo#2970, neo-project/neo#2989) and NeoNode-related (neo-project/neo#2990) things. There's a dockerfile for NeoNode building, we need to consider reusing it.

Can be done somewhere around 3.7.0 release.
