Windows 10 1903 App Execution Alias for python.exe causes Nteract error on startup #4957

If anyone else encounters this problem, there is a workaround/solution;

Application or Package Used
nteract desktop 0.22.0 on Windows 10 (1909)

Describe the bug
Nteract desktop gives error on startup and hangs forever on splash if App Execution Alias for python.exe is On. Orphan nteract processes are left behind

Workaround
Make sure Windows 10 App Execution alias is Off for python.exe

This issue hasn't had any activity on it in the last 90 days. Unfortunately we don't get around to dealing with every issue that is opened.
