Numaflow Bootstrap across Large Scale of Clusters

Summary

The end goal is to 1) provide a convenient way for bootstrapping Numaflow cluster level installation (CRD, ClusterRole, etc.) to multiple clusters at a large scale. And 2) we also need to ensure the bootstrapping happens before any Numaflow pipelines deployment initiated by users.
