queues: don't show item progress when there are no checklist items #691

Queues with no checklist items shouldn't show a progress bar under each item.

To reproduce:

in a project, create a new queue
give it a name but no checklist items
add an item to the queue
there should be no progress bar under the item name (https://github.com/numbas/editor/blob/master/editor/templates/queue/view.html#L54)
