Can this functionality be implemented utilising API?
Yes. A custom action may be created which creates a directory if it's missing, then calling rename or paste.

See #3 (comment) for failure cases.

Describe the solution you'd like
rename and paste create the directory if it is missing.

Describe alternatives you've considered
Do nothing: users create the directory first.
