Managing out of order SMS #362

A customer reported an issue whereby messages consistently send out of order over a Twilio channel.

In succession they sent:

[ Multi-Segment Stitched message ]
[ Single message ]

They consistently see the Single message on device first. Not sure if there's additional logic we could consider for this case, but figured I'd log it in case we might be able to do better.
