Describe the bug
In a zero-build, there are some projects like AzNetworking that are reprocessed by VS.

To Reproduce
Run an ALL_BUILD
Run an ALL_BUILD again

Expected behavior
It should not be checking any project, everything should be "clean"

Desktop/Device (please complete the following information):

  • Device: PC
  • OS: Windows
  • Version 10
  • Visual Studio 2019
