Show data outside of the 2 km range

Points of interests should be shown even if the user is not near it. It would allow users to better plan for trips to Brussels, even if they are not in the city at the moment.

Suggested flow:

• The map appears, centred around the user with points of interests around it
• The user moves around the map, then a refresh button appears
• When the user clicks on this button, the app fetches points of interests around the centre of the map
