oVirt Node NG 4.5.5 cannot install

Describe the bug
When attempting to upgrade a host to oVirt Node NG 4.5.5 from 4.5.4 using either the oVirt manager GUI "upgrade" process or by installing fresh from the latest iso (https://resources.ovirt.org/pub/ovirt-4.5/iso/ovirt-node-ng-installer/4.5.5-2023113015/el9/), the node fails to boot.

To reproduce
Update a host via the oVirt manager GUI by clicking next to the host entry when it displays "upgrade available", and choose to upgrade, or burn the oVirt 4.5.5 iso to a USB, boot to the USB and run the installer.

Expected behavior
oVirt should properly update or install on the host
