The conformance section skips "Conformance Clause 4". In section 5 (Conformance) the section number increases by one as do the clauses, but skips clause 4, so it goes from "Section 5.4 Conformance Clause 3" to "Section 5.5 Conformance Clause 5". This is an in issue in both the pdf and docx version of the 2.1.0 committee specification from 07 July 2019..
