Update mock AVR test data used in AVR tests: https://github.com/oasislabs/oasis-core/tree/master/go/common/sgx/ias/testdata to latest (V4) version.

If there's none publicly available, can probably just use the development API directly to generate a report and use it in tests?

Once updated, also enforce AVR version:
