#2581 and #2914 introduce node descriptor version 1 which changes the things around TLS certificates. Very limited support for version 0 descriptors is still maintained to allow for upgrades from 20.6.

After this is included in the next release (likely 20.7), we should drop support for node descriptor version 0.

We will require new descriptors for 20.7, so there is no need to support upgrades from earlier versions and this can be done immediately.
