opam list and opam show work without a switch, so it should be possible to make opam source work without a switch.

I have a draft here but it doesn't work because of lock-related stuff...

This seems perfectly reasonable - for a bare repository, opam source could just use the default repository selections. Do you want to open a draft PR for further discussion of the code?
