opam init failed

I tried opam init and get ERROR below

Then I tried sudo opam init. It seemed to work well but when I tried to use any opam commands it showed below

It's solved but I don't know the reason. I tried to reinstall opam by
bash -c "sh <(curl -fsSL https://raw.githubusercontent.com/ocaml/opam/master/shell/install.sh)"
and it showed the same problem. But when I connected WSL with VScode, everything went well.
