Can't find how to create a new fiscal year with periods (Monthly or Quarterly and Opening - closing period)?

Accounting -> Configuration -> Accounting -> Fiscal Year.

Yes, I have seen since I have installed the latest version today.
This is a good point but better if we could retrieve the way like odoo 8 for creating fiscal Years and then Periods will be great.

Otherwise, how to assign the period to an invoice?
