mergeIf uses a ConditionalMerger object to generator instructions.

Make it so ConditionalMerger implements Generator. Generator should have a generate method that gives back an InsnList.

If merge() sees a Generator in its list, it should call Generator.generate to get the InsnList to add.

This way we can easily create other Generators.
