We already have registers for four status effects, right? Why not more -- and user-definable?

Suggestions for a customization scheme:
- Stat changes (fixed, as a % of the register, and as a % of current/maximum)
- Stat changes per time (same)
- Bitset changes
- Register decrement per time
- Reset stats when effect ends? (configurable by stat)

And then convert the existing status effects to the new scheme, so that users can edit those, too.

..and while we're at it, it would be cool to place the status indicators on top of the hero;each with it's own animating graphic set.
