Hi John. Why have you done this? It seems to be required for the rest of the site to function properly. E.g When uploading data. Having this problem with master ckan.

Admittedly this is a confusing change set. I did this to get out of a confusing merge as I had changed the file in a commit but it was deleted in a branch I was pushing to. So I didn't really delete the file.

It was removed by @tobes in master in #f92c23a2d6c8e48

(also I don't think this branch is in master just yet)
