Add continuous data validation to the repository #91

We should use continuous data validation to automatically check and validate new data to the schema, whenever new data is pushed into the repository.

Goodtables.io seems to be a good candidate for that job.

Goodtables.io doesn't seem to be reading properly the reference to public-body-schema.json. I've mentioned the problem in the topic about it in the Open Knowledge Forums. I don't think it will be possible to use goodtables.io without solving it, as we pretty much need the table schema to be in a separate file because all of the tables use a shared table schema.

Even though the PR is merged, I think we should leave this issue open until we can sort out the problem with Goodtables.io.
