Feature request: command-line flag to randomize test order #144

It may be useful to have a command-line flag to runtests.py that can randomize the order of the tests run. This would allow for a better structure of the rgt.inp file (where all tests for a single app are in the same block), but then allows for a more realistic mixing of tests.

This would be great to avoid a bunch of the same tests running in lock step.
