Making comments.php friendly to Jetpack comments #55

It says there that comment_form() needs to be used in comments.php for the Jetpack comment form to be enabled.

Any way this can happen? or if you can suggest whats safe to delete, i can copy paste from twentyfourteens comments.php

I can't get the Jetpack comments module to work on my local dev environment. I need to access the comments module on localhost in order to make it compatible with comments.php.
