I newly implemented a concept of the file lang-data.opm where language-dependend data can be stored. The file is divided to parts according to individual languages. Each isolated part of this file is read on demand when the language is initialized. For example, if the \eslang is used firstly in your document then the hyphenation patterns of Spanish is read and the appropriate part of lang-data.opm is read too.
The lang-data.opm file includes translations of Chapter/Table/Figure/Subject, more language-dependent phrases for bib references, names of months, quotation marks and rules for alphabetical sorting. The idea and macros for few languages are done and it is working. But lot of languages have no data in this file now because I don't know how to get such data systematically. So I wrote to the documentation: I welcome you send me a part of the declaration for your language. Have somebody better idea?
Something should be extracted from babel or ConTeXt, but there are no all phrases needed for bib references, no translation of the word Subject, and no data for alphabetically sorting. And quotation marks are mostly impossible to extract them from babel.
