dev container fails to start

I'm opening this issue to document getting the dev container working. There seem to be a couple of issues and I need some input on how to work around these.

Upon opening the project in Visual Studio Code and waiting for the dev container to boot, we are greeted with this:

In other words, ansible 9.1.0 requires Python 3.10 but mcr.microsoft.com/devcontainers/base:bullseye provides 3.9.2. This can be easily fixed with the following change:

    "ghcr.io/devcontainers/features/python:1": {
      "version": "3.10.13"
    },

What version should we target though? With 3.10.13 the dev container boots successfully. There are other issues though but let's start with the most obvious one

Changing to 3.10.x is good to me!
