リポジトリの整理。ROS パッケージ化 #15

リポジトリの構成を整理して、ROSのパッケージスタイルに変更。
judge serverはrosで動いていないので別リポジトリに分けて管理。
ロボットを動かすlaunchファイルの作成→'run_all.launch'
