Instructions

Problem

CI tests are flaky. Windows looks like it has not passed in a while for some reason & Ubuntu is flaky/inconsistent (random tests fail once in a while).

Steps to Reproduce

Run CI on any commit and you will notice that a passing commit can fail and vice versa

Acceptance Criteria

CI is consistent & Windows CI passes
