Glicko rating for puzzles / puzzle rating for users

Is your feature request related to a problem? Please describe.
Puzzles on OGS have static, often outdated ratings. A live rating system for each puzzle based on the glicko back end would help OGS users find the best puzzles for their current level.

Describe the solution you'd like
Each puzzle has its own glicko rating that interacts with a new puzzle rating for each user.

Describe alternatives you've considered
Similar proposals in #1239 and #1123 but I feel this proposal is more robust.
