Trying to reinstall OobaBooga (Windows installer version) by renaming old install folder and running start_windows.bat - Inconsistency error #2931

Describe the bug

Running start_windows.bat gets locked up with an inconsistency error and won't install. I have no idea why. My Oobagooda install has been working out fine until now, but I wanted to install the latest version and update_windows.bat was not working, so I renamed my text-generation-webui folder to _OLD, and ran start_Windows.bat to reinstall it....to no avail.

The actual Python packages and dependencies are located under \installer_files\env. Deleting or renaming both the env and text-generation-webui folders will force a re-install. Keep the \installer_files\conda folder to not have to re-download absolutely everything.

Thank you, I will try that again next time I update if the updates batch doesn't work next time.
