Translate OONI community resources

To ensure that OONI community resources (workshop slides, multimedia, outreach kit) are useful to local communities, we will collaborate with the Localization Lab on localization, and we will contract translators for the priority languages (such as Farsi, Spanish, Arabic, French, Chinese, etc.).
