RPC local CCM activation fails on RPL Ubuntu if LMS is not installed

AMT Version: 16.1.25.2124
OS: Ubuntu 22.04.3 LTS
CPU generation: 13th Generation Core (Raptor Lake)

Snapshot of the error:

Note: Activations works if LMS is installed using LMS snap package

Acceptance Criteria:

  • Enable RPC LME for all local commands
  • Determine as a team the best approach to handle lack of LMS
  • Create implementation story.
