Change Policies to use Placement instead of PlacementRules

Placement works already but the Policies use PlacementRules.

Our expected plan of action to address this is to remove the placementbinding and placementrule from the policies. This will encourage use of policysets and will also encourage re-using placement resources. It's also easy to add the placement in the UI.
