Course Step View: Displays 'Continue Exam' Before Changing To 'Take Exam'

When course step view page is loaded, the button displays 'Continue Exam' before quickly changing to 'Take Exam,' even when all questions have been answered. I'm wondering if 'Continue Exam' is even needed since the exam doesn't let you exit out of it without completing it. (If there are unanswered questions, it takes the user back to those questions before allowing them to exit.)

You can exit an exam unfinished, so the Continue Exam is important. However, we can try to improve the flickering value during initialization.
