Ordinary members are able to edit surveys

Ordinary members, not managers, are able to edit the surveys.

This is a screenshot taken from a test member, not my main admin account.

As you can see, even a non-manager has the power to change the ordering of survey questions or delete them entirely.

Proposed Solution

Remove the Edit Survey button and functionality for normal members.

Disabling edit for non-owner or non-admin looks like a good idea. As we are trying to link survey to multiple courses we need to think if we allow it to be edited from courses. So keeping it on hold for now.
