CoursesView: Preview button opens menu when only exam #6727

Preview button shows Exam and Survey. And it immediately route you to exam as there is not actually survey.
It does not show dropdown for first step.

Here's a video with the course Addition and Subtraction, which is available on dev. Note to see this you will likely need to throttle your connection via the browser (Developer Tools > Network > Change "Online" to "Fast 3G")
