As a user I want to be able to measure the length of distances and size of areas in the map.

The following two features must be impelmented for measuring.

Out of scope:

Transformations for other coordinate systems (only "planar distance" is supported)
Selection of unit by the user

Automatic selection of appropriate units of measurement depending on the measured value is a requirement by IT.NRW.

For example:

m: < 3.000 m, without digit after the decimal
km: >= 3 km, with one digit after the decimal
m²: < 3.000.000 m², without digit after the decimal
km²: >= 3 km², with one digit after the decimal
