Design generic Supervisor config file format #24

The config file format should allow the Supervisor to connect to the the OpAMP Server and communicate with it and find the Agent and supervise it.

Closing this for now. I do not think this should be a current goal, instead we will be a Collector-specific Supervisor. We may reopen this in the future.
