Ensure builder manifests have consistent versions

On the v0.103.x release cycle, we had to file #583 because we missed a Kubernetes version bump on #579. It seems reasonable to assume that, for a given component, the same version should be used in all manifests. We can build a CI check based on that assumption to prevent errors like these.
